An Azerbaijani delegation led by its energy minister travelled to Ukraine to sign a 2026-2027 Action Plan. Bilateral talks focused on emergency winter grid equipment, joint manufacturing, and expanding European transit via the Trans-Balkan route.
Azerbaijan and Ukraine have formalised a major expansion of their economic and energy cooperation, concluding the 14th meeting of their Joint Intergovernmental Commission in the western Ukrainian city of Uzhhorod.
The bilateral talks mark the first time the commission has convened on Ukrainian territory since the beginning of the full-scale Russian invasion.
Co-chaired by Azerbaijani Energy Minister Parviz Shahbazov and Ukrainian First Deputy Prime Minister and Minister of Energy Denys Shmyhal, the delegations signed a formal Protocol and adopted a comprehensive Action Plan for 2026-2027.
The strategic agreements cover 14 distinct sectors, with a strong focus on energy infrastructure resilience and cross-border commercial ties amid severe wartime logistical hurdles.
Shahbazov confirmed in a post on X that the two sides “discussed prospects for further strengthening cooperation in trade-economic, investment, energy, transport, technology and innovation,” noting that the newly adopted action plan will guide the period ahead.
Grid defence and emergency energy assistance
A critical focus of the Uzhhorod summit was the physical protection and stabilisation of Ukraine’s national energy grid ahead of the winter months.
First Deputy Prime Minister Shmyhal and Shahbazov toured a western Ukrainian energy facility to inspect “second-level protection” systems designed specifically to defend critical power infrastructure against ongoing Russian military attacks.
During the site visit, officials confirmed the delivery of the latest Azerbaijani emergency equipment shipment, valued at $1.47 million (€1.32 million).
This strategic dispatch includes nine industrial transformers, 186 kilometres of high-voltage cables, generators, and 12 kV electrical distribution gear required for rapid grid repairs.
“We express our gratitude to Azerbaijan for its constant and substantial assistance in recovery efforts following Russian strikes,” Shmyhal stated on X following the inspection.
“We are particularly grateful for transformers, generators, and everything else energy workers need.”
This recent package brings Baku’s total humanitarian, rehabilitation, and reconstruction assistance to Ukraine to $52 million (€47 million) since the outbreak of the war.
Beyond immediate emergency aid, the two nations are strategically aligning their long-term energy transit routes to ensure uninterrupted cross-border trade.
During the accompanying Azerbaijan-Ukraine Business Forum, discussions shifted toward deep structural integration and the joint utilisation of existing regional infrastructure.
The Ukrainian government actively pushed for the coordinated use of the Trans-Balkan route alongside its vast underground gas storage facilities and established oil pipeline networks. Both delegations also reviewed broader macro-economic strategies to develop the Caspian-Black Sea-Europe Green Energy Corridor.
Expanding these specific transit routes allows both states to maintain reliable energy supplies while offering alternative logistics options for European markets currently navigating highly restricted supply chains.
Bilateral trade growth and industrial localisation
Despite severe logistical constraints and transport bottlenecks, economic activity between Baku and Kyiv remains robust.
Official data released during the commission session indicates that bilateral trade turnover increased by 10.5% over the first eight months of 2026, driven directly by a 17% rise in Azerbaijani exports to Ukraine.
Total mutual investments between the two nations reached $513.5 million (€460 million).
To anchor these commercial ties, both governments are actively pivoting toward industrial localisation and technological partnerships to rebuild Ukraine’s heavy industrial base.
“Ukraine is interested in joint production, localisation in Ukraine, and technological partnerships,” Shmyhal noted on X, extending a direct invitation to Azerbaijani firms to invest in distributed energy projects and logistics.
In response, the Azerbaijani delegation pitched the Alat Free Economic Zone as a primary tax-free logistics hub for joint enterprise-level collaboration.
The summit officially concluded with a targeted site visit to the Khust Industrial Park, where officials inspected a wind turbine manufacturing facility and the Azerbaijani-owned ATEF enterprise to assess direct opportunities for joint production.
