Today, it\u2019s exercising that power for the first time, blocking two gadgets because they contain \u201cforeign surveillance chips,\u201d <a href=\"https:\/\/docs.fcc.gov\/public\/attachments\/DOC-426130A1.pdf\">the FCC claims<\/a>.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">The agency doesn\u2019t say which specific gadgets it blocked, and it didn\u2019t immediately respond to our request for comment, but it does name the \u201csurveillance chip\u201d: it\u2019s <a href=\"https:\/\/gcc02.safelinks.protection.outlook.com\/?url=https%3A%2F%2Fwww.scribd.com%2Fdocument%2F967253082%2FHi3516CV610-UHD-Smart-Vision-SoC-Data-Sheet&amp;data=05%7C02%7CAdam.Chan%40fcc.gov%7C05021fa313074a05be4a08df2eef15b5%7C72970aed36694ca8b960dd016bc72973%7C0%7C0%7C639281276557740682%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&amp;sdata=kyDJclAqoVJQ1jE9JomOhiALZz07aFN1Nz96NRB2YAQ%3D&amp;reserved=0\">a HiVision Hi3516CV610 UHD Smart Vision SoC<\/a>, a chip that turns a raw camera sensor into a home security camera, a dashcam, or the like. It\u2019s often sold as a package with a Sony camera sensor and sometimes even a lens already on board, according to listings we viewed on AliExpress.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">The FCC is calling it a foreign surveillance chip because HiVision advertises it as \u201cdesigned for the surveillance market\u201d with \u201c[b]uilt in detection algorithms for human faces,\u201d the FCC explains \u2014 and because HiVision is a subsidiary of Huawei, one of the first telecom companies the US government <a href=\"https:\/\/www.theverge.com\/23721573\/huawei-zte-rip-and-replace-china-telecom-carriers-fcc\">decided to call a national security risk<\/a>.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">Huawei is indeed on the FCC\u2019s Covered List, and the FCC\u2019s new power helps it close a loophole where companies could sneak in banned companies\u2019 products inside another company\u2019s gadgets. It did something similar when it <a href=\"https:\/\/www.theverge.com\/report\/808104\/fcc-order-retroactive-ban-transmitter-national-security\">gave itself the power to retroactively ban gadgets<\/a>, and when it gave itself the power to block modular radio transmitters.<\/p>\n<\/div>\n<div class=\"duet--article--article-body-component\">\n<p class=\"duet--article--dangerously-set-cms-markup duet--article--standard-paragraph _1044qizi _18mzr4b1 _18mzr4b0 _19wv7tc1\">As with <a href=\"https:\/\/www.theverge.com\/tech\/899906\/fcc-router-ban-march-2026-explainer\">the router ban<\/a> and <a href=\"https:\/\/www.theverge.com\/tech\/973738\/robot-vacuum-ban-fewer-choices-higher-prices\">the Roomba ban<\/a>, he question remains: is the FCC keeping people safer, or just picking winners and losers while <a href=\"https:\/\/www.theverge.com\/report\/969725\/fcc-drone-ban-odyssey-robot-galiview-etak-randolph-howard-eason\">making a show of enforcement<\/a>?
