former mayor of Greater Manchester &#8211; admission of his fears that the club&#8217;s owners might leave because of the investigation into &#8216;creative book-keeping&#8217;, his spokesperson has issued a clarification.<br \/>\n    <\/h2>\n<div class=\"c-article-content js-article-content\">\n<p>Downing Street said Thursday that Manchester City were not &#8220;above the rules&#8221;, following criticism of British Prime Minister Andy Burnham&#8217;s comments about the case. <\/p>\n<div>\n<div class=\"c-ad u-show-for-mobile-only\">\n<div class=\"c-ad__placeholder\"><img decoding=\"async\" can&#8217;t be any suggestion that anyone is above the rules.&#8221; <\/p>\n<p>Burnham, the former mayor of Greater Manchester and an avid supporter of Everton, told the BBC on Wednesday he did not want to see the club&#8217;s Emirati owners walk away as a result of the case. &#8220;I would be really concerned to lose them,&#8221; he said, highlighting the investment the club&#8217;s controlling than 100 breaches. <\/p>\n<p>The Abu Dhabi-backed super-club were found to have arranged &#8220;sham&#8221; deals to artificially inflate revenues and reduce costs by more than \u00a3900 million (\u20ac1.05 billion) between 2009 and 2018. <\/p>\n<p>Downing Street said in its statement the &#8220;ongoing independent process&#8221; into the club must be &#8220;allowed to run its course and the
