We also break down the brewing crisis in the Black Sea.<br \/>\n    <\/h2>\n<div class=\"c-article-content js-article-content\">\n<p><strong>Kyiv calls for frozen assets revival<\/strong>: Ukraine hopes the European Union will formally re-open the debate around using frozen Russian state assets to fund Kyiv, the country\u2019s Finance Minister <strong>Sergii Marchenko<\/strong> has exclusively told Europe Today, calling on the EU to &#8220;think outside the box&#8221; and floating a solution that would see Belgium transfer the custodianship of the assets to the EU.<\/p>\n<div>\n<div class=\"c-ad u-show-for-mobile-only\">\n<div class=\"c-ad__placeholder\"><img decoding=\"async\" class=\"c-ad__placeholder__logo\" src=\"https:\/\/static.euronews.com\/website\/images\/logos\/logo-euronews-stacked-outlined-72x72-grey-9.svg\" width=\"72\" height=\"72\" alt loading=\"lazy\"><span>ADVERTISEMENT<\/span><\/div>\n<\/div>\n<div class=\"c-ad u-show-for-desktop\">\n<div class=\"c-ad__placeholder\"><img decoding=\"async\" class=\"c-ad__placeholder__logo\" src=\"https:\/\/static.euronews.com\/website\/images\/logos\/logo-euronews-stacked-outlined-72x72-grey-9.svg\" width=\"72\" height=\"72\" alt loading=\"lazy\"><span>ADVERTISEMENT<\/span><\/div>\n<\/div>\n<\/div>\n<p>\u201cWe would like a broader coalition of countries to discuss this issue during the next months. It&#8217;s fair enough to envisage another year of war and that Ukraine (will) need additional sources to finance their needs,\u201d Marchenko told our chief EU editor <strong>Maria Tadeo<\/strong>. <\/p>\n<p>Sweden, Poland, the Netherlands and Spain have recently urged the European Commission to re-open a previously-abandoned proposal to channel around \u20ac200 billion in immobilised assets \u2013 most of which are held in Belgium\u2019s Euroclear depository \u2013 as a so-called \u201creparations loan\u201d to Ukraine as the country\u2019s financial needs mount.<\/p>\n<p>Belgium has <strong>pushed back<\/strong> against the move, maintaining its previous concerns over the legal and financial risks of the unprecedented plan.<\/p>\n<p><strong>Kyiv\u2019s proposed solution<\/strong>: Yet Marchenko told Maria that Ukraine wants the proposal to include \u201cthe possibility to transfer custodianship of the frozen assets from Belgium to the European Union\u201d. \u201cIt will help to settle everything and mitigate the risk,\u201d he explained.<\/p>\n<p>\u201cIt&#8217;s a totally different scenario,\u201d he added. \u201cWe don&#8217;t want this money appraised from Euroclear\u2019s side. We want this money to be transferred into some accounts which operate under European jurisdiction.\u201d<\/p>\n<p>While the idea of transferring the custodianship of the assets has been floated informally, it has not yet been officially explored by officials. revival: Ukraine hopes the European Union will formally re-open the debate around using frozen Russian state assets to fund Kyiv, the country\u2019s Finance Minister Sergii Marchenko has exclusively told Europe Today, calling on the EU to &#8220;think outside the box&#8221; and floating a solution that would see Belgium transfer the custodianship of the assets to the EU.\u201cWe would like a broader coalition of countries to discuss this issue during the next months. It&#8217;s fair enough to envisage another year of war and that Ukraine (will) need additional sources to finance their needs,\u201d Marchenko told our chief EU editor Maria Tadeo.\u00a0Sweden, Poland, the Netherlands and Spain have recently urged the European Commission to re-open a previously-abandoned proposal to channel around \u20ac200 billion in immobilised assets \u2013 most of which are held in Belgium\u2019s Euroclear depository \u2013 as a so-called \u201creparations loan\u201d to Ukraine as the country\u2019s financial needs mount.Belgium has pushed back against the move, maintaining its previous concerns over the legal and financial risks of the unprecedented plan.Kyiv\u2019s proposed solution: Yet Marchenko told Maria that Ukraine wants the proposal to include \u201cthe possibility to transfer custodianship of the frozen assets from Belgium to the European Union\u201d. \u201cIt will help to settle everything and mitigate the risk,\u201d he explained.\u201cIt&#8217;s a totally different scenario,\u201d he added. \u201cWe don&#8217;t want this money appraised from Euroclear\u2019s side. We want this money to be transferred into some accounts which operate under European jurisdiction.\u201dWhile the idea of transferring the custodianship of the assets has been floated informally, it has not yet been officially explored by officials.
