Photo: Travis Reill<\/figcaption><\/figure>\n<h2 id=\"h-trails-in-pisgah-eldorado-tahoe-tonto-and-other-national-forests-could-all-be-affected\" class=\"wp-block-heading\">Trails in Pisgah, Eldorado, Tahoe, Tonto, and other National Forests could all be affected<\/h2>\n<p class=\"wp-block-paragraph\">\u201cI think that [Pisgah National Forest is] just a great example of one of the places that could have significant potential impacts,\u201d Philip Darden, Executive Director of the Southern Off-Road Bicycle Association (SORBA), told Singletracks. \u201cA lot of the trails that are considered \u2018classic Pisgah\u2019 fall within roadless areas.\u201d<\/p>\n<div class=\"singl-092d1e3ee7607acda07eff872c0cf620 singl-content\" id=\"singl-092d1e3ee7607acda07eff872c0cf620\"><\/div>\n<p class=\"wp-block-paragraph\">While trails in National Forests across the country could be affected if the Roadless Rule is removed, trail networks on the eastern side of the country could be especially impacted. National Forests, and public land for that matter, are much sparser in the eastern half of the country, so the proposed USDA changes are likely to have greater impacts.<\/p>\n<p class=\"wp-block-paragraph\">Citizens can weigh in on three proposed courses of action. The first option is one of \u201cno action\u201d \u2014 maintain the existing Roadless Rule. Option two is the proposal from the USDA to rescind the Roadless Rule. The third option is to modify the existing rule \u2014 specifically the boundaries in place. Darden explained that this would allow new roads to be built in roadless areas as long as they are within half a mile of an existing road.<\/p>\n<p class=\"wp-block-paragraph\">Option three also removes protections from areas that lie within \u201cwildland-urban interface\u201d zones. Simply put, these are National Forest areas in proximity to urban areas.<\/p>\n<div class=\"singl-2c736e213da74c5acaa3add13989224a singl-content\" id=\"singl-2c736e213da74c5acaa3add13989224a\"><\/div>\n<p class=\"wp-block-paragraph\">\u201cPretty much every single acre of National Forest land in the southeast is within that wildland-urban interface,\u201d Darden said. \u201cSo for us, option three is the same as just completely removing [the Roadless Rule].\u201d<\/p>\n<h2 id=\"h-is-wildfire-mitigation-the-main-concern\" class=\"wp-block-heading\">Is wildfire mitigation the main concern?<\/h2>\n<p class=\"wp-block-paragraph\">The <a href=\"https:\/\/public-inspection.federalregister.gov\/2026-16965.pdf\">USDA proposal<\/a> to rescind the Roadless Rule focuses on wildfire mitigation. \u201cSubstantial acreage within potentially affected inventoried roadless areas has a relatively high likelihood of burning under high-intensity conditions that are difficult to manage or could pose a risk to communities, infrastructure, or drinking water sources. Rescinding the 2001 Roadless Rule would increase opportunities for hazardous fuel treatments in the wildland-urban interface [\u2026].\u201d<\/p>\n<p class=\"wp-block-paragraph\">\u201cIf you read the Roadless Rule as it\u2019s written, there are already measures put in place in the rule that help combat wildfire,\u201d Darden said. And many of these areas already have roads that provide access to the forests. The Roadless Rule protected these areas from <em>new<\/em> roads \u2014 it didn\u2019t address existing roads.<\/p>\n<div class=\"singl-d0c53b4f44141c6044f1ea901eca0872 singl-content\" id=\"singl-d0c53b4f44141c6044f1ea901eca0872\"><\/div>\n<p class=\"wp-block-paragraph\">Rather, it seems that perhaps the lion\u2019s share of the reason for rescinding the Roadless Rule is to provide greater access for logging and mineral extraction opportunities in roadless areas. It looks to be the same rhetoric used last year when <a href=\"https:\/\/www.singletracks.com\/mtb-trails\/the-best-federal-protection-for-mtb-trails-is-about-to-be-repealed\/\">we reported on the notice of intent<\/a> issued by the USDA to rescind the rule.<\/p>\n<p class=\"wp-block-paragraph\">This is combined with a move to \u201creturn land management decision-making for inventoried roadless areas to local Forest Service officials.\u201d Essentially, the USDA and the current administration want to eliminate federal restrictions and return authority to individual Forest Service districts. We saw similar moves with changes to the <a href=\"https:\/\/www.singletracks.com\/mtb-trails\/a-new-nepa-process-could-make-trail-approval-faster-but-it-comes-at-a-cost\/\">NEPA process<\/a> a few months ago.<\/p>\n<p class=\"wp-block-paragraph\"><a href=\"https:\/\/sorba.org\/action-alert-defending-the-roadless-rule\/\">SORBA created a Roadless Rule page<\/a> on its website with extensive information and interactive maps showing roadless areas. Those looking to <a href=\"https:\/\/www.regulations.gov\/document\/FS-2025-0001-223869\">submit a comment<\/a> need to do so by September 21.<\/p>\n<p><em>The news stinks.
