We start today by crossing over to quaint County Wicklow on Ireland\u2019s east coast \u2013 an unusual backdrop for talks on the security and defence threats spilling beyond Europe\u2019s eastern flank.<br \/>\n    <\/h2>\n<div class=\"c-article-content js-article-content\">\n<p>EU defence ministers gather in Wicklow this morning to kick off a week of informal yet high-level gatherings, following a summer marked by a surge in security incidents across the continent. <\/p>\n<div>\n<div class=\"c-ad u-show-for-mobile-only\">\n<div class=\"c-ad__placeholder\"><img decoding=\"async\" class=\"c-ad__placeholder__logo\" src=\"https:\/\/static.euronews.com\/website\/images\/logos\/logo-euronews-stacked-outlined-72x72-grey-9.svg\" width=\"72\" height=\"72\" alt loading=\"lazy\"><span>ADVERTISEMENT<\/span><\/div>\n<\/div>\n<div class=\"c-ad u-show-for-desktop\">\n<div class=\"c-ad__placeholder\"><img decoding=\"async\" class=\"c-ad__placeholder__logo\" src=\"https:\/\/static.euronews.com\/website\/images\/logos\/logo-euronews-stacked-outlined-72x72-grey-9.svg\" width=\"72\" height=\"72\" alt loading=\"lazy\"><span>ADVERTISEMENT<\/span><\/div>\n<\/div>\n<\/div>\n<p>At centre-stage this morning is the expectation, as our correspondent <strong>Shona Murray<\/strong> reports from the ground in Ireland, that Berlin will formally blame Russia for a suspected drone attack targeting a Ukrainian cargo aircraft carrying military supplies at Leipzig\/Halle airport in early August. Reports suggest an explosives-laden drone, apparently intended to detonate, was found near the aircraft.<\/p>\n<p>Speaking to Shona in an interview, Swedish Foreign Affairs Minister <strong>Maria Malmer Stenergard<\/strong> offered a stark assessment of the threat. <\/p>\n<p><strong>\u2018Most serious\u2019 security situation since WWII:<\/strong> \u201cThis is extremely serious. We are in the most serious security situation since the Second World War,\u201d she said. \u201cWe take the drone incidents in Leipzig extremely seriously, and we are in close contact with our German friends.\u201d<\/p>\n<p>\u201cI really don&#8217;t like the term hybrid threat because it sounds like an environmentally friendly car when it&#8217;s something completely different,\u201d she added.<\/p>\n<p>Today\u2019s talks also come amid speculation that Russia could be looking to escalate its hybrid operations in Europe into a broader confrontation \u2013 speculation that NATO and European officials are pushing back against, as our correspondent Sasha Vakulina <strong>explains<\/strong><strong>.<\/strong><\/p>\n<p><strong>Pressure for Patriots:<\/strong> Ministers will also discuss the EU\u2019s military support to Ukraine, with countries that still hold significant stocks of interceptor missiles \u2013 such as Greece and Spain \u2013 expected to face pressure from the European Commission to transfer them to Ukraine, EU officials told our correspondent <strong>Angela Skujins<\/strong>.<\/p>\n<p>One EU diplomat, speaking to Angela on condition of anonymity, said the issue of Madrid and Athens keeping a tight grip on their Patriot interceptors is not new. But the issue is gaining pace, with Zelenskyy voicing louder requests for interceptors. The Patriot issue has proven to be the \u201cdebate of the summer\u201d, the diplomat said. Angela has<strong>the details<\/strong><strong>.<\/strong><\/p>\n<p>Later tonight, the EU\u2019s foreign affairs ministers will arrive for dinner before they hold discussions tomorrow in an informal format known as \u2018Gymnich\u2019, with their Canadian, British, Norweigan and Ukrainian counterparts joining them.<\/p>\n<p>They will have to grapple with increasing doubts over Europe\u2019s capacity to financially support Ukraine. There is now broad consensus that the bloc\u2019s \u20ac90 billion loan to Kyiv, agreed last December and approved in April, will not be enough to cover the war-torn country\u2019s needs as Russia ramps up its offensive.<\/p>\n<p><strong>The frozen asset debate returns:<\/strong> Stockholm is leading calls for the European Commission to revisit the idea of using immobilised Russian state assets \u2013 most of which are held in the Belgium-based securities depository, Euroclear \u2013 to fund Ukraine. <\/p>\n<p><strong>Reminder:<\/strong> EU leaders agreed in December on a \u20ac90 billion interest-free loan to Ukraine financed through joint EU borrowing in order to plug Kyiv\u2019s widening financial gap. The European Commission had first proposed channeling immobilised Russian state assets as a so-called \u2018reparations loan\u2019 to Kyiv, but the proposal ultimately stalled due to Belgian concerns over legal and financial risks.<\/p>\n<p>Sweden, Netherlands, Spain and Poland last week signed a letter asking the Commission to explore &#8220;new options&#8221; to tap into the funds, effectively reviving a complex debate that only recently pushed the bloc into a political showdown. Although not signatories, the Baltic states, Denmark, Finland and Germany are considered supportive of the move.<\/p>\n<p>Sweden\u2019s Malmer Stenergard told Shona: \u201cWe are not providing enough support (to Ukraine) bilaterally or through the EU. And then what is left is the frozen assets.\u201d<\/p>\n<p>She added that she took the Belgian concerns \u201cvery seriously\u201d and assured that Belgium would not be \u201cleft alone with the risks\u201d.<\/p>\n<p>\u201cWe have to move on because this is what is fair to Ukraine. It&#8217;s what is fair to the taxpayers,\u201d she explained. \u201cAnd we have to find a way to make sure that Belgium feels comfortable with this. Reports suggest an explosives-laden drone, apparently intended to detonate, was found near the aircraft.Speaking to Shona in an interview, Swedish Foreign Affairs Minister Maria Malmer Stenergard offered a stark assessment of the threat.\u00a0\u2018Most serious\u2019 security situation since WWII: \u201cThis is extremely serious. We are in the most serious security situation since the Second World War,\u201d she said. \u201cWe take the drone incidents in Leipzig extremely seriously, and we are in close contact with our German friends.\u201d\u201cI really don&#8217;t like the term hybrid threat because it sounds like an environmentally friendly car when it&#8217;s something completely different,\u201d she added.Today\u2019s talks also come amid speculation that Russia could be looking to escalate its hybrid operations in Europe into a broader confrontation \u2013 speculation that NATO and European officials are pushing back against, as our correspondent Sasha Vakulina explains.Pressure for Patriots: Ministers will also discuss the EU\u2019s military support to Ukraine, with countries that still hold significant stocks of interceptor missiles \u2013 such as Greece and Spain \u2013 expected to face pressure from the European Commission to transfer them to Ukraine, EU officials told our correspondent Angela Skujins.One EU diplomat, speaking to Angela on condition of anonymity, said the issue of Madrid and Athens keeping a tight grip on their Patriot interceptors is not new. But the issue is gaining pace, with Zelenskyy voicing louder requests for interceptors. The Patriot issue has proven to be the \u201cdebate of the summer\u201d, the diplomat said. Angela has the details.Later tonight, the EU\u2019s foreign affairs ministers will arrive for dinner before they hold discussions tomorrow in an informal format known as \u2018Gymnich\u2019, with their Canadian, British, Norweigan and Ukrainian counterparts joining them.They will have to grapple with increasing doubts over Europe\u2019s capacity to financially support Ukraine. There is now broad consensus that the bloc\u2019s \u20ac90 billion loan to Kyiv, agreed last December and approved in April, will not be enough to cover the war-torn country\u2019s needs as Russia ramps up its offensive.The frozen asset debate returns: Stockholm is leading calls for the European Commission to revisit the idea of using immobilised Russian state assets \u2013 most of which are held in the Belgium-based securities depository, Euroclear \u2013 to fund Ukraine.\u00a0Reminder: EU leaders agreed in December on a \u20ac90 billion interest-free loan to Ukraine financed through joint EU borrowing in order to plug Kyiv\u2019s widening financial gap. The European Commission had first proposed channeling immobilised Russian state assets as a so-called \u2018reparations loan\u2019 to Kyiv, but the proposal ultimately stalled due to Belgian concerns over legal and financial risks.Sweden, Netherlands, Spain and Poland last week signed a letter asking the Commission to explore &#8220;new options&#8221; to tap into the funds, effectively reviving a complex debate that only recently pushed the bloc into a political showdown. Although not signatories, the Baltic states, Denmark, Finland and Germany are considered supportive of the move.Sweden\u2019s Malmer Stenergard told Shona: \u201cWe are not providing enough support (to Ukraine) bilaterally or through the EU. And then what is left is the frozen assets.\u201dShe added that she took the Belgian concerns \u201cvery seriously\u201d and assured that Belgium would not be \u201cleft alone with the risks\u201d.\u201cWe have to move on because this is what is fair to Ukraine. It&#8217;s what is fair to the taxpayers,\u201d she explained. \u201cAnd we have to find a way to make sure that Belgium feels comfortable with this.
