In his first speech as prime minister, Andy Burnham has promised to give people more “breathing space” to help with the cost of living.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

Policies will be announced on Tuesday – his first full day in the job. Although a few hours after taking office, the new prime minister confirmed he will be “looking at” the tax-free personal allowance ahead of his first Budget in the autumn.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

Cost of living is a key issue for Burnham. Many people, he has previously said, can’t go out for a pint on a Friday, can’t take the kids out and can’t go on holiday owing to the pressure on their finances.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

The cost of living has dominated people’s lives in recent years, and – to some extent – our politics too. Easing that pressure hasn’t been easy.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

So, if Burnham chooses to support people on issues such as energy bills and the cost of transport, allows people to earn more before being taxed, and makes care and somewhere to live more affordable – he’ll face tough choices on funding those moves and managing the trade-offs that come with them.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

And his new chancellor,John Healey,<\/b> will be the one who has to deliver any changes, and outline how to pay for them.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

A prime minister saying every minute not talking about the cost of living is “a wasted minute”. A chancellor saying it is the “number one focus”.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

However, these words weren’t spoken by the incoming PM and chancellor, but by Sir Keir Starmer andformer chancellor Rachel Reeves – and only in January this year.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

They removed \u00a3150 from a typical annual domestic energy bill in April, by cutting some levies and moving others onto taxation. <\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

But, those bills soon went up again, as did the cost of food and mortgages, owing to the impact of the US-Israeli strikes on Iran. Events can have an instant and extreme impact on the best-laid plans.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

“A more volatile world is a more expensive world,” says Adam French, of the financial information service Moneyfacts.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

Burnham says he will “look at” allowing people to earn more before they start paying income tax, shifting the so-called personal allowance.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

Speaking on his first day as PM, he admitted that changing it would be “difficult” in the current economic circumstances.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

Under existing government policy, income tax and National Insurance thresholds have been frozen until April 2031 in England, Wales and Northern Ireland. That means that as you earn more, a greater proportion of your income is taxed. <\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

That’s a big revenue raiser for the government, and partially reversing the policy would mean this money would have to be found from elsewhere, or borrowed. Burnham has also hinted at “asking for a little bit more” in tax from some people.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

He will stick to the Labour manifesto of not raising the main three taxes – income tax, National Insurance and VAT. But we’ve already seen since the election that other taxes can be altered, such as inheritance tax changes affecting family farms, often bringing a vociferous response.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

  • Replacing stamp duty and council tax with an alternative property tax<\/li>\n
  • Higher rates on capital gains tax, which you pay on the profit when selling assets such as property outside a primary home as well as some shares, to bring them in line with income tax rates<\/li>\n<\/ul>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Any such reforms would take time, and bring winners and losers. When Reeves and Starmer tried to make big changes, even with a big majority, numerous u-turns followed, usually forced on him by his own party.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Burnham and Healey are also expected to stick to the government’s self-imposed fiscal rules, a set of choices on government tax and spending decisions. <\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Opinion is divided on whether these are sensible building blocks for the economy which allow living standards to improve, or a “dysfunctional” economic straitjacket. <\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    “The [resulting] rummage down the back of the sofa for loose change has hit personal finances hard, changed the tax landscape, and makes it more challenging for people to save for their future,” says Rachel Vahey, head of public policy at investment platform AJ Bell.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Don’t forget that Labour’s much-debated general election promise to cut household energy bills by \u00a3300 by 2030 remains under close scrutiny.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    In Downing Street, Burnham said he would “bring essentials under public control” to make them more affordable.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    There have been hints about cutting energy bills, which are still set primarily by the wholesale cost of gas – something largely beyond a government’s control.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    One option, championed by charities and the regulator, is the introduction of a social tariff. This would offer discounted bills to the most vulnerable, paid through higher bills or taxes from those who are better off.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Future bills are a worry, but unpaid debt on previous bills is a huge concern. The amount of money owed to energy suppliers by customers is at a record high of \u00a34.79bn, up 15% in a year.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    “Although average bills have dropped back from their peak, they are still far higher than they were five years ago,” says debt charity Citizens Advice.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    “But incomes and bill support mechanisms have not kept up. Households are left with mounting energy debts, forced to choose between heating and eating.”<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Much of Burnham’s political capital comes from changes as the mayor of Greater Manchester, particularly to the bus network.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Announcements on bus fares are expected this week, but devolution means he can only really control what happens in England.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    The \u00a33 cap on bus fares in England, outside London, is in place until March next year. However, that scheme is voluntary and not all bus companies have signed up.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    This applies to season tickets covering most commuter routes, some off-peak return tickets on long-distance journeys and flexible tickets for travel in and around major cities until March 2027.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Burnham told The Times that without “sufficient homes for people that they can afford, you chase rent through the benefits system in the private rented sector”.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Hence his plan – announced in his first speech – to build more council homes, which sits alongside the government’s existing ambitious home-building target – already behind schedule.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Of course, just building homes does not necessarily make them cheaper.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Some lenders are offering first-time buyers the chance of a home loan with a smaller deposit, but the Bank of Mum and Dad remains one of the biggest lenders of all.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Building societies, in particularly, are expected to call for less strict rules on how much they can lend and to whom.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    Ultimately, the cost of a mortgage may depend on what the markets think of Burnham, and his new chancellor’s plans.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n

    By sticking with the current Labour manifesto, he will also stick with the state pension triple lock, which sees it increase in line with the highest of inflation, average wages or 2.5% every year.<\/p>\n<\/div>\n<\/div>\n<\/div>\n<\/div>\n
