of insured e-scooters in 2023 but accounted for roughly 40% of claims.<br \/>\n    <\/h2>\n<div class=\"c-article-content c-article-content--next js-article-content\">\n<p>Germany is moving to close a legal loophole that has left e-scooter accident victims unable to claim compensation by making rental companies such as Lime and Bolt directly liable for accidents involving their vehicles.<\/p>\n<div>\n<div class=\"c-ad u-show-for-mobile-only\">\n<div class=\"c-ad__placeholder\"><img decoding=\"async\" class=\"c-ad__placeholder__logo\" src=\"https:\/\/static.euronews.com\/website\/images\/logos\/logo-euronews-stacked-outlined-72x72-grey-9.svg\" width=\"72\" height=\"72\" alt Under the new rules, operators face strict liability as owners regardless of fault, while riders will be presumed at fault unless they can prove otherwise.<\/p>\n<p>Meanwhile under the current rules, victims of scooter accidents must prove the rider was at fault \u2014 a standard that is often impossible to meet when the rider cannot be identified. The new law would make it significantly easier to claim compensation<\/p>\n<div class=\"c-widget-related\" data-stories-id data-event=\"widget_related\">\n<div class=\"c-widget-related__title\"><b class=\"c-widget-related__title__text\" lang=\"en\">Related<\/b><\/div>\n<ul class=\"c-widget-related__list\">\n<li class=\"c-widget-related__item\">Spain toughens rules for e-scooters: new requirements<\/li>\n<\/ul>\n<\/div>\n<p>\u201cThe economic benefits of these services are largely enjoyed by fleet operators as vehicle holders,\u201d the German Federal Ministry for Justice and Consumer Protection said in its justification for the bill. <\/p>\n<p>\u201cIt therefore appears logical that whoever benefits from an activity should also bear the risk it creates,\u201d it added.<\/p>\n<p>It would apply to e-scooters and some self-balancing vehicles, but not e-bikes.<\/p>\n<p>The German government argues that the current rules no longer reflect the rapid growth of e-scooters on German streets.<\/p>\n<div class=\"c-widget-related\" data-stories-id data-event=\"widget_related\">\n<div class=\"c-widget-related__title\"><b class=\"c-widget-related__title__text\" lang=\"en\">Related<\/b><\/div>\n<ul class=\"c-widget-related__list\">\n<li class=\"c-widget-related__item\">Sales of EVs are booming in Europe but are we equipped to tackle blazes caused by batteries?<\/li>\n<\/ul>\n<\/div>\n<h3>Rising concerns about e-scooter accidents across Europe<\/h3>\n<p>The number of insured e-scooters increased more than fivefold, from 180,000 in 2020 to 990,000 in 2023, according to the German Insurance Association.<\/p>\n<p>Third-party damage claims rose from 1,150 in 2020 to 5,000 in 2024. Under the new rules, operators face strict liability as owners regardless of fault, while riders will be presumed at fault unless they can prove otherwise.Meanwhile under the current rules, victims of scooter accidents must prove the rider was at fault \u2014 a standard that is often impossible to meet when the rider cannot be identified. The new law would make it significantly easier to claim compensation\u201cThe economic benefits of these services are largely enjoyed by fleet operators as vehicle holders,\u201d the German Federal Ministry for Justice and Consumer Protection said in its justification for the bill.\u00a0\u201cIt therefore appears logical that whoever benefits from an activity should also bear the risk it creates,\u201d it added.It would apply to e-scooters and some self-balancing vehicles, but not e-bikes.The German government argues that the current rules no longer reflect the rapid growth of e-scooters on German streets.Rising concerns about e-scooter accidents across EuropeThe number of insured e-scooters increased more than fivefold, from 180,000 in 2020 to 990,000 in 2023, according to the German Insurance Association.Third-party damage claims rose from 1,150 in 2020 to 5,000 in 2024.
