According to reports, 39-year-old Francis Delvalle of Paramus, New Jersey, was operating the scooter westbound in the outer lane of the bicycle path.<\/p>\n<p>Reports from the scene indicate that the crash occurred when Delvalle veered into the eastbound lane, striking 35-year-old Dmytro Stechenko of Queens. Both victims were transported to NewYork-Presbyterian Queens hospital, where they were pronounced dead.<\/p>\n<p>Both riders were reported to have been wearing helmets; however, eyewitness Kurt Freyer reported that \u201cit was just clearly such a dramatic collision that even the helmets couldn\u2019t save them.\u201d<\/p>\n<div class=\"ad-placeholder-wrapper relative w-full border-t border-b border-border-light col-span-full my-3 md:col-span-10 md:col-start-2\">\n<div class=\"mb-[30px] min-h-[30px] text-center\"><span class=\"font-utility-4 font-medium tracking-[1px] text-neutral-500 uppercase\">ADVERTISEMENT<\/span><\/div>\n<\/div>\n<p>Photos from the incident show the vehicles involved included a Factor Monza road bike that was snapped in half behind the headtube. The same images show the scooter as an orange and black vehicle later identified as a Teverun Blade GT Suit II+ e-scooter, which is marketed on the company\u2019s website as a \u201cwolf in a suit\u201d with a top speed of 53 mph (85 km\/h).<\/p>\n<p>While the exact speeds at the time of the crash have not been released, the Teverun Blade GT Suit II+ falls outside the legal limits for street use in the state of New York. According to official guidelines, \u201cThe law allows people to operate electric scooters (e-scooters) and bicycles with an electric assist (e-bikes) on some streets and highways in New York State.\u201d An electric scooter is legally defined as \u201ca type of device with handlebars, a floorboard or a seat that can be stood or sat upon by the operator, and an electric motor that can be powered by the electric motor and\/or human power.\u201d However, these devices are limited to a maximum hardware capability of 20 mph, and \u201cIt is illegal to operate an electric scooter (as defined in \u00a7114-e of NYS VTL) in excess of fifteen miles per hour.\u201d<\/p>\n<p>In the wake of the crash, fallout has continued, with a group called the E-Vehicle Safety Alliance (EVSA) organizing a rally to support stronger regulations for electric vehicles. The group is demanding that the city suspend all new street designs until mandatory licensing and registration laws are passed.
