\n\tIn Mexico, the proposal, known as \u201cLey Cazzu\u201d (Cazzu Law), takes its name from the stage name of Latin trap singer Julieta Cazzucheli and is being promoted by Michoac\u00e1n state legislator Sandra Arreola Ruiz, from the Partido Verde Ecologista (Green Party).<\/p>\n

\n\tAccording to a statement from the Michoac\u00e1n Congress released on March, the singer\u2019s case highlighted the difficulties women in Mexico face when trying \u201cto carry out essential procedures for their children, such as obtaining passports or travel permits. The law requires the father\u2019s authorization, even when he is not involved in the child\u2019s upbringing or fulfilling his parental obligations.\u201d<\/p>\n

\n\tThe legislative proposal will be presented this Thursday (April 9) before the plenary session of Mexico\u2019s Chamber of Deputies. It will eventually be analyzed by a special commission, as it involves an initiative to amend Article 4 of the Mexican Constitution to prioritize the best interests of children.<\/p>\n

\n\t\u201cCazzu brought visibility to this serious issue because behind the media coverage, there are hundreds of stories of minors suffering due to absent and irresponsible fathers,\u201d Arreola Ruiz tells Billboard Espa\u00f1ol<\/em>. \u201cThis is the situation we want to change.\u201d<\/p>\n

\n\tIn September 2025, Cazzu \u2014 also known as \u201cLa Jefa\u201d (The Boss) \u2014 revealed on the podcast Se Regalan Dudas<\/em> that at one point she needed a travel permit from Nodal, from whom she separated in 2024, for their daughter Inti to leave Argentina, the country where mother and daughter reside. However, the request was denied.<\/p>\n

\n\tIn October last year, Nodal\u2019s legal defense issued a statement denying that the permits regarding the child\u2019s international travels had been \u201cunilaterally denied.\u201d \u201cThey have never been refused,\u201d the statement said, claiming that the requests were allegedly made without adequate notice. The lawyer, C\u00e9sar Mu\u00f1oz, made these assertions in the statement.<\/p>\n

Billboard Espa\u00f1ol<\/em> reached out to representatives for Cazzu and Nodal but had not received a response at press time.<\/p>\n

\n\t\u201cThis is a story that brings attention to a social issue impacting Mexico but also the broader region, where we unfortunately have a culture of paternal abandonment,\u201d Arreola Ruiz adds, adding that in Mexico more than 1.3 million women are mothers, many of them single, and over 410,000 men are child support debtors.<\/p>\n

\n\tThe \u201cCazzu Law\u201d was also featured on Change.org \u2014 the world\u2019s largest platform for citizen mobilization and digital petitions \u2014 where, at the time of this publication, nearly 38,000 people had supported the cause.<\/p>\n

\n\tIn Argentina, a similar bill was drafted by the group Abogadas Feministas AMBA and bears the signature of senator Carlos Linares. The initiative seeks to amend an article in the Civil and Commercial Code to allow for the provisional suspension of parental responsibility in cases of serious non-compliance. It aims to address a complex problem: that of parents who, despite failing to fulfill their obligations, retain decision-making power over their children\u2019s lives, according to the newspaper\u00a0El Clar\u00edn.<\/em><\/p>\n

\n\tThe publication says that 16% of households in Argentina are single-parent homes, and more than eight in ten of these are led by women. Over 3 million children and adolescents in Argentina live in such households.<\/p>\n

\n\tArreola Ruiz acknowledges that her legislative proposal has faced criticism for carrying the name of an artist who is not Mexican. \u201cBut it is Cazzu, through her regional influence, who has given voice to and highlighted what many women experience, both in and out of the spotlight,\u201d she says.<\/p>\n

\n\tAfter being presented before the plenary session of Mexico\u2019s Chamber of Deputies on Thursday, the Cazzu Law bill will be analyzed by the Constitutional Affairs Committee. If admitted, a ruling will be prepared. Once the proposal reaches this stage, it will be discussed and voted on in the plenary session. If approved, it will move to the Mexican Senate and subsequently require approval from the local legislatures of Mexico\u2019s 32 states before it can be officially enacted.<\/p>\n

\n\t\u201cThe fact that a legislative initiative is presented and reaches the plenary session of the Chamber of Deputies so quickly speaks to the significant visibility that Cazzu\u2019s case has,\u201d Arreola Ruiz remarks. \u201cThe best outcome would be for a judge to have the legal tools to resolve these cases as quickly and effectively as possible.\u201d<\/p>\n
