effectiveness and to decide on how to proceed after that.\u00a0<\/p>\n<p>An initial interim report was filed last August, and the concluding report is scheduled for publication two years from now, four years after the law change took effect.<\/p>\n<p><em>Edited by: Alex Berry<\/em><\/p>\n<\/div>\n<p>Government ministers from <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/germany\/t-17871182\">Germany<\/a>&#8216;s conservative <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/christian-democratic-union-cdu\/t-17351950\">CDU<\/a> and <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/christian-social-union-csu\/t-17439619\">CSU<\/a> parties on Wednesday called for changes to <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/cannabis-in-germany-legalization-with-limits\/a-68353166\">the 2024 partial legalization of cannabis<\/a> introduced by the previous more left-leaning coalition government.\u00a0<\/p>\n<p>They made the call amid the publication of a two-year report on the effects of the new law.\u00a0<\/p>\n<p>Health Minister Nina Warken of the CDU called the move a mistake.\u00a0<\/p>\n<p>&#8220;Early interventions designed to dissuade children and young people from consumption are falling sharply in numbers,&#8221; Warken said, also complaining of a &#8220;blurry boundary between cannabis for recreational consumption and cannabis for purely medicinal purposes.&#8221;\u00a0<\/p>\n<p>Interior Minister Alexander Dobrindt from the Bavarian CSU called the legalization law &#8220;a complete nonstarter.&#8221; appraisals but nevertheless did highlight a series of problems.\u00a0<\/p>\n<p>It found only <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/cannabis-now-you-can-measure-how-much-is-too-much\/a-75476803\">a moderate increase in usage statistics<\/a> since legalization, driven by the continuation of pre-existing trends: gradually falling consumption figures among young people, coupled with slowly rising figures among\u00a0older adults.<\/p>\n<p>&#8220;An increase in consumption that can be tied to the reform is not recognizable at this point in\u00a0time,&#8221; the report, put together\u00a0by researchers at T\u00fcbingen University, D\u00fcsseldorf&#8217;s university clinic and the Hamburg-Eppendorf university clinic, said.\u00a0<\/p>\n<p>It noted the reduction in early interventions among children highlighted by Health Minister Warken.<\/p>\n<p>And it reported complaints from police about the difficulties the law has presented when trying to combat the existing illegal trafficking of cannabis.\u00a0<\/p>\n<p class=\"vjs-no-js\">To view this video please enable JavaScript, and consider upgrading to a web browser that <a href=\"https:\/\/videojs.com\/html5-video-support\/\" target=\"_blank\">supports HTML5 video<\/a><\/p>\n<p>If anything, the study pointed to rising consumption figures traceable in part to older laws to legalize medicinal marijuana, logging a\u00a0sharp increase in demand (up around 198% since 2024) via pharmacies with doctors&#8217; referrals.\u00a0<\/p>\n<p>Researchers criticized that medical marijuana with a high concentration of the plant&#8217;s primary psychoactive component THC was being prescribed more often than was necessary medically, saying this carried mental health and <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/new-study-cannabis-threatens-fertility-for-women\/a-73987415\">other medical risks<\/a>.<\/p>\n<p>The report warned that it was difficult to tell whether illegal groups were also involved in importing nominally medical marijuana\u00a0and said there were indications that Germany could be becoming a distribution hub.\u00a0<\/p>\n<p><span>The report also suggested that <a class=\"internal-link\" href=\"https:\/\/www.dw.com\/en\/german-cannabis-clubs-face-jungle-of-bureaucracy\/a-69546765\">only sluggish moves to approve so-called &#8220;cannabis clubs&#8221;<\/a> permitting the purchase of recreational marijuana\u00a0could explain the overprescribing of stronger strains.\u00a0<\/span><\/p>\n<p>To date, the report said, &#8220;only very few [cannabis] cultivation organizations have been approved,&#8221; and that these were unable to service demand.\u00a0<\/p>\n<p>&#8220;The only gradual reduction of the black market [for cannabis] could be accelerated via the strengthening of cultivation organizations,&#8221; Access has gradually simplified and availability increased over time.<\/p>\n<p>In April of 2024, the\u00a0more wide-reaching law partially legalizing cannabis consumption for recreational purposes for adults was introduced.\u00a0<\/p>\n<p>It permits people over the age of 18 to possess up to 50 grams of cannabis at home, and to have up to 25 grams on their person when in public. It also permits people to grow up to two cannabis plants themselves.
