Cl\u0103direa de pe bulevardul Mihai Viteazul nr. 26 nu mai este descris\u0103 ca fost spital, nici ca problem\u0103 administrativ\u0103 sau subiect de controvers\u0103, ci ca activ de lux, evaluat la 1,35 milioane de euro. Diferen\u021ba dintre cele dou\u0103 ipostaze nu este moral\u0103, ci documentar\u0103.<\/p>\n<p><strong>Sotheby\u2019s, detonatorul unei rupturi narative<\/strong><\/p>\n<p>Pentru prima dat\u0103 de c\u00e2nd opinia public\u0103 din Timi\u0219oara \u0219i presa dezbat obsesiv despre \u201epalatele\u201d clanurilor de rromi din Timi\u0219oara, unul dintre aceste imobile nu mai apare \u00eentr-un anun\u021b informal, \u00eentr-o negociere e\u0219uat\u0103 cu Prim\u0103ria sau \u00eentr-un articol alarmist, ci \u00eentr-o vitrin\u0103 global\u0103. Listarea cl\u0103dirii de pe Bd. Dispar orice referiri la func\u021biunea medical\u0103 anterioar\u0103, la evacuarea sec\u021biilor de spital, la refuzurile succesive ale administra\u021biei locale sau la etichetele sociale ata\u0219ate ani la r\u00e2nd cl\u0103dirii. Aceast\u0103 schimbare radical\u0103 de registru ridic\u0103 o \u00eentrebare legitim\u0103: cum a fost posibil\u0103 o asemenea repozi\u021bionare?<\/p>\n<p><strong>Istoria mediatic\u0103: de la cl\u0103dire public\u0103 la simbol al \u201eclanurilor\u201d<\/strong><\/p>\n<p>\u00cencep\u00e2nd cu perioada 2012\u20132013, imobilul de pe Mihai Viteazul 26 devine un reper constant \u00een articolele despre patrimoniul central al Timi\u0219oarei ajuns \u00een proprietate privat\u0103 controversat\u0103. Nu mai este analizat\u0103 ca obiect juridic sau urbanistic, ci ca dovad\u0103 a e\u0219ecului statului. Fiecare episod \u2013 anun\u021buri de v\u00e2nzare, declara\u021bii politice, refuzuri administrative \u2013 este interpretat ca o confirmare a nara\u021biunii ini\u021biale, f\u0103r\u0103 ca documentele primare s\u0103 fie aduse sistematic \u00een discu\u021bie.<\/p>\n<p><strong>Cartea Funciar\u0103 \u0219i cele dou\u0103 corpuri ale imobilului<\/strong><\/p>\n<p>Extrasul de Carte Funciar\u0103 CF nr. 407600 Timi\u0219oara (provenit din vechiul CF nr. 5599, nr. topografic 11808) indic\u0103 un fapt ignorat constant \u00een spa\u021biul public: imobilul este alc\u0103tuit din <strong>dou\u0103 corpuri de cl\u0103dire<\/strong>, tratate juridic unitar, dar cu evolu\u021bii func\u021bionale distincte. Aceast\u0103 omisiune a alimentat confuzia, presa suprapun\u00e2nd toate func\u021biunile \u0219i episoadele asupra unui \u201etot\u201d simbolic.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" class=\"alignnone size-full wp-image-347984\" src=\"https:\/\/analyse.optim.biz\/wp-content\/uploads\/2026\/01\/whatsapp-image-2026-01-23-at-10-02-22.jpeg\" width=\"1114\" height=\"755\" title=\"whatsapp-image-2026-01-23-at-10-02-22\"><\/p>\n<p>Imobilul este monument istoric (cod TM-II-a-B-06110), situat \u00een zon\u0103 protejat\u0103, fapt care declan\u0219eaz\u0103 dreptul de preem\u021biune al statului \u0219i al autorit\u0103\u021bilor locale la v\u00e2nzare. Din punct de vedere juridic, traseul este surprinz\u0103tor de clar \u0219i lipsit de dramatism.<\/p>\n<p><strong>HCL 2015 \u0219i HCL 2017 \u2013 momentul retragerii statului<\/strong><\/p>\n<p>Primul moment decisiv apare \u00een <strong>ianuarie 2015<\/strong>. Printr-un proiect de hot\u0103r\u00e2re publicat la 22 ianuarie 2015, Consiliul Local Timi\u0219oara este sesizat cu privire la <strong>neexercitarea dreptului de preem\u021biune<\/strong> pentru imobilul de pe Bd. Mihai Viteazul nr. 26. Proprietarul notificator este identificat nominal: <strong>Betuker Ragnar Zoltan<\/strong>, iar pre\u021bul solicitat este de <strong>900.000 euro<\/strong>.<\/p>\n<p>Referatul de specialitate consemneaz\u0103 consultarea Direc\u021biei Jude\u021bene pentru Cultur\u0103 Timi\u0219, a Direc\u021biei de Urbanism, a structurilor responsabile cu patrimoniul medical \u0219i locativ. Toate formuleaz\u0103 avize negative, invoc\u00e2nd costuri ridicate de reabilitare, lipsa unei destina\u021bii publice imediate \u0219i constr\u00e2ngeri bugetare. Consiliul Local decide s\u0103 nu cumpere.<\/p>\n<p>Procedura este reluat\u0103 \u00een <strong>martie 2017<\/strong>, prin <strong>HCL nr. 111\/31.03.2017<\/strong>. Pre\u021bul scade la <strong>850.000 euro<\/strong>, proprietarul r\u0103m\u00e2ne acela\u0219i, analiza administrativ\u0103 este aproape identic\u0103, iar decizia final\u0103 este din nou negativ\u0103. Diferen\u021ba dintre intermediere, prezen\u021b\u0103 mediatic\u0103 \u0219i drept de proprietate este constant estompat\u0103 \u00een spa\u021biul public.<\/p>\n<p><strong>Betuker Ragnar Zoltan, profil discret, rol central<\/strong><\/p>\n<p>Betuker Ragnar Zoltan apare \u00een principal \u00een documente din perioada 2015\u20132020. Este asociat cu firma <strong>BERAZO IMOBILIARE SRL<\/strong> (CUI 32444575), \u00eenfiin\u021bat\u0103 \u00een 2013, cu capital minim, f\u0103r\u0103 angaja\u021bi \u0219i f\u0103r\u0103 rulaj semnificativ, radiat\u0103 ulterior. Structura corespunde unui vehicul juridic punctual, frecvent utilizat pentru administrarea unui activ imobiliar.<\/p>\n<p>Numele s\u0103u, prin compozi\u021bie \u2013 Ragnar (scandinav), Zoltan (maghiar), Betuker (probabil germanic) \u2013 sugereaz\u0103 un fundal central-european multietnic, specific Banatului istoric. Nu exist\u0103 dovezi biografice publice privind apartenen\u021ba sa etnic\u0103 sau rolul s\u0103u \u00eentr-o structur\u0103 informal\u0103. \u00cen schimb, exist\u0103 o prezen\u021b\u0103 constant\u0103 \u00een acte, avize \u0219i proceduri administrative.<\/p>\n<p><strong>Confuzia numerelor \u0219i estetizarea excesului<\/strong><\/p>\n<p>\u00centre 2011 \u0219i 2017, presa a vehiculat cifre contradictorii privind imobilele \u201econtrolate\u201d de clanuri \u00een Timi\u0219oara: 140, 144, 200 sau chiar 400. Odat\u0103 acceptat\u0103 ideea fenomenului la scar\u0103 mare, fiecare caz a devenit \u201eevident\u201d prin simpl\u0103 asociere.<\/p>\n<p><strong>De la refuzul public la validarea global\u0103<\/strong><\/p>\n<p>Listarea pe Sotheby\u2019s nu reprezint\u0103 o \u201esp\u0103lare\u201d juridic\u0103 a trecutului. Una emo\u021bional\u0103, simbolic\u0103, repetat\u0103 mediatic. Alta seac\u0103, administrativ\u0103, consemnat\u0103 \u00een acte. C\u00e2nd cele dou\u0103 nu se \u00eent\u00e2lnesc, un imobil poate fi simultan \u201epalatul clanurilor\u201d \u0219i activ premium interna\u021bional.
